JTC 1 Special Working Group on Accessibility (SWG-A)
12 and 16 September 2005 - Tokyo, Japan
1. Opening of the Meeting
Ms. Higginbottom, Convener of the JTC 1 Special Working Group on Accessibility
(SWG-A), called the meeting to order on 12 September 2005 and thanked the
meeting sponsors: the National Body of Japan (Japanese Industrial Standards
Committee (JISC)) and the Information Processing Society of Japan/Information
Technology Standards Commission of Japan (IPSJ/ITSCJ).
2. Introduction of Participants
The list of participants is available in Attachment
A.
3. Adoption of Agenda
The agenda (SWG-A N 069) was adopted as presented.
4. Convener's Remarks
Ms. Higginbottom thanked the meeting sponsors and the participants in attendance. She noted that Ms. Josée Auber would serve as acting Task Group 2 Convener at this week's Task Group 2 meeting in Mr. Dave Sawdon's absence.
4.1 Appointment of Drafting Committee
The following participants served on the drafting committee:

5. Liaison Requests
5.1 Nomination of the ISO/TC 159 Liaison Officer
The posted document (SWG-A N 055) was reviewed and the liaison was accepted by the SWG-A.

5.2 CEN/ISSS Workshop on Document Processing for Accessibility (CEN/ISSS WS DPA)
The posted document was reviewed (SWG-A N 027) and the liaison was accepted by the SWG-A.

5.3 Report on ITU-T SG 16 Accessibility Activities
The posted document was reviewed (SWG-A N 067) and the liaison was accepted by the SWG-A.

6. Proposed Target Organizations
The posted documents were reviewed (SWG-A N 050, N 052 and N 061). Following additional consideration during the Task Group 1 and Task Group 2 meetings, a revised list of target organizations for external contact was accepted.

A plan for establishing dialogue with the European Commission was accepted.

In response to the JTC 1/SC 35 contribution (SWG-A N 061), the SWG-A passed a resolution supporting the existing JTC 1 policy with respect to pricing and distribution of standards.

7. Proposed Project Plan for the JTC 1 SWG on Accessibility
The posted document was reviewed (SWG-A N 053). Following additional consideration during the Task Group 1 and Task Group 2 meetings, a project plan was accepted.

The SWG-A approved the Technology Domains to be used by the
SWG-A Task Groups.

The SWG-A agreed that a call for contributions would be issued to determine
whether a change to the JTC 1 NP ballot form should be proposed.

8. Review of Results/Resolutions from the July 2005 Meeting of Task Group
1 on User Requirements (SWG-A Objective 1)
Mr. Michael Takemura, the Task Group 1 Co-Convener, reviewed the resolutions
from the July 2005 Toronto meeting of Task Group 1 (SWG-A N 035).
9. Review of Results/Resolution from the July 2005 Meeting of Task Group 2 on Accessibility Standards Inventory and Gap Analysis (SWG-A Objectives 3 and 4)
Ms. Josée Auber, the acting Task Group 2 Convener, reviewed the resolutions from the July 2005 Toronto meeting of Task Group 2 (SWG-A N 038).

10. Review of Contributions Regarding SWG-A Objective 5: Public Laws, Policies/Measures and Guidelines for Accessibility
The posted documents (SWG-A N 009, JTC 1 N 7757, SWG-A N 016, N 039 and
N 040) were reviewed.
11. Action Plan for SWG-A Objective 6: Promotion of the Use of Globally Relevant Voluntary Standards
The posted document (SWG-A N 061) was considered and a resolution regarding the establishment of a SWG-A web site was approved.

12. Action Plan for SWG-A Objective 7: Formal Standardization Path for Consortia/Fora Efforts
It was agreed that information on how organizations could bring their work into JTC 1 should be included on the SWG-A web site.

13. Accessible and Publicly Available Documents (SWG-A Sheffield Resolution 4A)
The SWG-A expressed the following order of format preference for documents:
HTML, Word and PDF with accessibility features. Mr. Michael Takemura, the
Task Group 1 Co-Convener, agreed to report back with information on creating
accessible PDF documents.
14. Use of Remote Meeting Facilities
The posted document (SWG-A N 061) was reviewed.

SWG-A Tokyo Resolution 1A: Liaison with ISO/TC 159
The JTC 1 SWG on Accessibility accepts the ISO/TC 159 nomination of Ms. Susan Harker as the ISO/TC 159 liaison officer to the JTC 1 SWG-A.

SWG-A Tokyo Resolution 1B: Liaison with CEN/ISSS WS DPA
The JTC 1 SWG on Accessibility welcomes a liaison relationship with CEN/ISSS WS DPA and invites CEN/ISSS WS DPA to nominate a liaison officer.

SWG-A Tokyo Resolution 1C: Liaison with ITU-T SG 16
The JTC 1 SWG on Accessibility accepts the ITU-T SG 16 nomination of Dr. Mitsuji Matsumoto as the ITU-T SG 16 liaison officer to the JTC 1 SWG-A.

SWG-A Tokyo Resolution 13A [SWG-A TG 2 Tokyo Resolution 5A]: Ad Hoc #1
Ad Hoc #1: Task Group 2 establishes an ad hoc to conduct the actions in the project plan (SWG-A N 087) related to the Gap Analysis that are to be completed by the March 2006 meeting. Ms. Josée Auber (France) will lead this ad hoc. Volunteer to participate on this ad hoc: Mr. James Thurston (ITI). A call for additional participants will be issued.

SWG-A Tokyo Resolution 13B [SWG-A TG 2 Tokyo Resolution 5B]: Ad Hoc #2
Ad Hoc #2: Task Group 2 establishes an ad hoc to conduct the actions in the project plan (SWG-A N 087) related to the sdo guidelines that are to be completed by December 2005. Mr. Alex Li (US) will lead this ad hoc. Volunteer to participate on this ad hoc: Mr. James Thurston (ITI). A call for additional participants will be issued.

SWG-A Tokyo Resolution 13C [SWG-A TG 2 Tokyo Resolution 5C]: Ad Hoc #3
Ad Hoc #3: Task Group 2 establishes an ad hoc to conduct the actions in the project plan (SWG-A N 087) related to the data collection and standards inventory that are to be completed by the March 2006 meeting. Mr. Alex Li (US) will lead this ad hoc. A call for participants will be issued.

The JTC 1 SWG on Accessibility approves the most recent version of the User Needs Summary (SWG-A N 088).

SWG-A Tokyo Resolution 17A [SWG-A TG 1 Tokyo Resolution 4A]: Ad Hoc #4
Ad Hoc #4: Task Group 1 establishes an ad hoc to revise the User Needs Summary (including conducting a general document review) and to reorganize it to be consistent with ISO/IEC Guide 71. Dr. Vanderheiden, the User Needs Summary Editor, will lead this ad hoc. A call for additional participants will be issued.

SWG-A Tokyo Resolution 17B [SWG-A TG 1 Tokyo Resolution 4B]: Ad Hoc #5
Ad Hoc #5: Task Group 1 establishes an ad hoc to develop an introduction to the User Needs Summary to help frame what the document is and to assist organizations that may contribute to and/or use the User Needs Summary. Dr. Hajime Yamada will lead this ad hoc. Volunteers to participate on the ad hoc: Mr. Michael Takemura (US) and Mr. James Thurston (ITI). A call for additional participants will be issued.

SWG-A Tokyo Resolution 17C [SWG-A TG 1 Tokyo Resolution 4C]: Ad Hoc #6
Ad Hoc #6: Task Group 1 establishes an ad hoc to map the User Needs Summary to a suitable set of technology domains. Mr. Tom Albin (US) will lead this ad hoc. A call for participants will be issued.

Are there any known accessibility requirements and/or dependencies? ......The JTC 1 SWG on Accessibility requests contributions in time for review at the March 2006 meeting as to whether to add such a question, and if so, what guidance to include.
