12 and 16 September 2005 - Tokyo, Japan

 

1. Opening of the Meeting

Ms. Higginbottom, Convener of the JTC 1 Special Working Group on Accessibility (SWG-A), called the meeting to order on 12 September 2005 and thanked the meeting sponsors: the National Body of Japan (Japanese Industrial Standards Committee (JISC)) and the Information Processing Society of Japan/Information Technology Standards Commission of Japan (IPSJ/ITSCJ).

2. Introduction of Participants

The list of participants is available in Attachment A.

3. Adoption of Agenda

The agenda (SWG-A N 069) was adopted as presented.

4. Convener's Remarks

Ms. Higginbottom thanked the meeting sponsors and the participants in attendance. She noted that Ms. Josée Auber would serve as acting Task Group 2 Convener at this week's Task Group  2 meeting in Mr. Dave Sawdon's absence.

5.1 Nomination of the ISO/TC 159 Liaison Officer

The posted document (SWG-A N 055) was reviewed and the liaison was accepted by the SWG-A.

5.2 CEN/ISSS Workshop on Document Processing for Accessibility (CEN/ISSS WS DPA)

The posted document was reviewed (SWG-A N 027) and the liaison was accepted by the SWG-A.

5.3 Report on ITU-T SG 16 Accessibility Activities

The posted document was reviewed (SWG-A N 067) and the liaison was accepted by the SWG-A.

6. Proposed Target Organizations

The posted documents were reviewed (SWG-A N 050, N 052 and N 061). Following additional consideration during the Task Group 1 and Task Group 2 meetings, a revised list of target organizations for external contact was accepted.

A plan for establishing dialogue with the European Commission was accepted.

In response to the JTC 1/SC 35 contribution (SWG-A N 061), the SWG-A passed a resolution supporting the existing JTC 1 policy with respect to pricing and distribution of standards.

7. Proposed Project Plan for the JTC 1 SWG on Accessibility

The posted document was reviewed (SWG-A N 053). Following additional consideration during the Task Group 1 and Task Group 2 meetings, a project plan was accepted.

 The SWG-A approved the Technology Domains to be used by the SWG-A Task Groups.

The SWG-A agreed that a call for contributions would be issued to determine whether a change to the JTC 1 NP ballot form should be proposed.

8. Review of Results/Resolutions from the July 2005 Meeting of Task Group 1 on User Requirements (SWG-A Objective 1)

Mr. Michael Takemura, the Task Group 1 Co-Convener, reviewed the resolutions from the July 2005 Toronto meeting of Task Group 1 (SWG-A N 035).

9. Review of Results/Resolution from the July 2005 Meeting of Task Group 2 on Accessibility Standards Inventory and Gap Analysis (SWG-A Objectives 3 and 4)

Ms. Josée Auber, the acting Task Group 2 Convener, reviewed the resolutions from the July 2005 Toronto meeting of Task Group 2 (SWG-A N 038).

10. Review of Contributions Regarding SWG-A Objective 5: Public Laws, Policies/Measures and Guidelines for Accessibility

The posted documents (SWG-A N 009, JTC 1 N 7757, SWG-A N 016, N 039 and N 040) were reviewed.

11. Action Plan for SWG-A Objective 6: Promotion of the Use of Globally Relevant Voluntary Standards

The posted document (SWG-A N 061) was considered and a resolution regarding the establishment of a SWG-A web site was approved.

12. Action Plan for SWG-A Objective 7: Formal Standardization Path for Consortia/Fora Efforts

It was agreed that information on how organizations could bring their work into JTC 1 should be included on the SWG-A web site.

13. Accessible and Publicly Available Documents (SWG-A Sheffield Resolution 4A)

The SWG-A expressed the following order of format preference for documents: HTML, Word and PDF with accessibility features. Mr. Michael Takemura, the Task Group 1 Co-Convener, agreed to report back with information on creating accessible PDF documents.

14. Use of Remote Meeting Facilities

SWG-A Tokyo Resolution 1:  Liaison Relationships
SWG-A Tokyo Resolution 1A:  Liaison with ISO/TC 159

The JTC 1 SWG on Accessibility accepts the ISO/TC 159 nomination of Ms. Susan Harker as the ISO/TC 159 liaison officer to the JTC 1 SWG-A.

SWG-A Tokyo Resolution 1B:  Liaison with CEN/ISSS WS DPA

The JTC 1 SWG on Accessibility welcomes a liaison relationship with CEN/ISSS WS DPA and invites CEN/ISSS WS DPA to nominate a liaison officer.

SWG-A Tokyo Resolution 1C:  Liaison with ITU-T SG 16

The JTC 1 SWG on Accessibility accepts the ITU-T SG 16 nomination of Dr. Mitsuji Matsumoto as the ITU-T SG 16 liaison officer to the JTC 1 SWG-A.

SWG-A Tokyo Resolution 2:  Target Organizations for External Contacts

The JTC 1 SWG on Accessibility directs the Secretariat to compile and maintain a list of proposed target organizations based on document SWG-A N 080 and to check with the identified organizations regarding their current points of contact.

SWG-A Tokyo Resolution 3:  Establish Dialogue with European Commission
Recognizing that the European Commission (EC) already has or soon will issue a standardization mandate to CEN, CENELEC, and ETSI in support of European accessibility requirements for public procurement of products and services in the ICT domain and that the scope of that mandate appears related to the work currently underway at the JTC 1 SWG on Accessibility and its Task Groups, the SWG-A requests that the SWG-A Convener establish a dialogue with the European Commission and the ICTSB to explore coordination of activities and appropriate collaborative efforts, where possible, in order to more efficiently and completely meet the common objectives related to accessible ICT of both JTC 1 and the EC and to report back to JTC 1 SWG on Accessibility as those discussions progress.

SWG-A Tokyo Resolution 4:  Support for Existing JTC 1 Policy on Pricing and Distribution of Standards

The JTC 1 SWG on Accessibility supports the existing JTC 1 policy with respect to pricing and distribution of standards.

SWG-A Tokyo Resolution 5:  Ongoing Maintenance of the Accessibility Standards Inventory

The JTC 1 SWG on Accessibility acknowledges that ongoing maintenance of the Accessibility Standards Inventory (SWG-A N 079) will be necessary for an indeterminate period and requests that JTC 1 take note of this.

SWG-A Tokyo Resolution 6:  Technology Domains to be used by the SWG-A Task Groups

The JTC 1 SWG on Accessibility approves the technology domains detailed in Task Group 2 Toronto Resolution 5 (SWG-A N 038) complimented by SWG-A N 086 as the initial domains that will be used by both Task Group 1 and Task Group 2.

SWG-A Tokyo Resolution 7:  Web Site to Increase Visibility of the JTC 1 SWG on Accessibility

The JTC 1 SWG on Accessibility requests the establishment of a more visible and accessible SWG-A web site that provides a summary of SWG-A activities and incorporates the following elements:
The SWG-A Secretariat, SWG-A Convener and Task Group Conveners are to have the web site available by 31 October 2005.

SWG-A Tokyo Resolution 8:  Task Group 1 Trial Meeting with Remote Participation by Teleconference

The JTC 1 SWG on Accessibility encourages Task Group 1 to conduct a face-to-face meeting with remote participation available by teleconference for the March 2006 meeting.  Task Group 1 is requested to report back to the SWG-A on the successes and problems experienced during this mixed-mode meeting.

SWG-A Tokyo Resolution 9:  Creation of SWG-A Project Plan

The JTC 1 SWG on Accessibility appreciates the project plan (SWG-A N 083) which allowed the Task Groups to make progress during this meeting.  The JTC 1 SWG on Accessibility accepts the updates recommended during this meeting and asks the editor, Mr. James Thurston, to maintain the project plan as a standing reference document.  The newest version of the project plan will be issued in two weeks as SWG-A N 087.

SWG-A Tokyo Resolution 10 [SWG-A TG 2 Tokyo Resolution 1]:   Accessibility Standards Inventory Editor

The JTC 1 SWG on Accessibility expresses its appreciation to Mr. Richard Hodgkinson for his role as the Accessibility Standards Inventory Editor and regretfully notes his resignation.  The JTC 1 SWG on Accessibility accepts the US National Body’s nomination of Mr. Alex Li to serve as the new Accessibility Standards Inventory Editor.

SWG-A Tokyo Resolution 14 [SWG-A TG 1 Tokyo Resolution 1]:  Create Appendix to User Needs Summary

The JTC 1 SWG on Accessibility resolves that an informative appendix should be added to the User Needs Summary that indicates the name of the organizations that have provided feedback on the User Needs Summary and the date the feedback was considered by TG 1.  The TG 1 Co-Conveners will be responsible for updating this appendix.

SWG-A Tokyo Resolution 15 [SWG-A TG 1 Tokyo Resolution 2]:  Create Resource Document Index

Noting that some of the contributions were not comments on the User Needs Summary but stand alone reference documents, the JTC 1 SWG on Accessibility approves the creation of an informative index on the SWG-A web site of the contributed resource documents listed in the SWG-A document register.  The TG 1 Co-Conveners will be responsible for updating this index.

SWG-A Tokyo Resolution 16 [SWG-A TG 1 Tokyo Resolution 3]:  Selection of Domain for Trial Gap Analysis

The JTC 1 SWG on Accessibility approves the designation of the Computer Hardware domain for the trial gap analysis.

SWG-A Tokyo Resolution 17 [SWG-A TG 1 Tokyo Resolution 4]:  Establishment of Ad Hoc Groups
The JTC 1 SWG on Accessibility approves the establishment of the following Task Group 1 ad hocs to work between the September 2005 and March 2006 meetings of the JTC 1 SWG on Accessibility:
SWG-A Tokyo Resolution 17A [SWG-A TG 1 Tokyo Resolution 4A]:  Ad Hoc #4

Ad Hoc #4:  Task Group 1 establishes an ad hoc to revise the User Needs Summary (including conducting a general document review) and to reorganize it to be consistent with ISO/IEC Guide 71.  Dr. Vanderheiden, the User Needs Summary Editor, will lead this ad hoc.  A call for additional participants will be issued.

SWG-A Tokyo Resolution 17B [SWG-A TG 1 Tokyo Resolution 4B]:  Ad Hoc #5

Ad Hoc #5:  Task Group 1 establishes an ad hoc to develop an introduction to the User Needs Summary to help frame what the document is and to assist organizations that may contribute to and/or use the User Needs Summary.  Dr. Hajime Yamada will lead this ad hoc.  Volunteers to participate on the ad hoc:  Mr. Michael Takemura (US) and Mr. James Thurston (ITI). SWG-A Tokyo Resolution 17C [SWG-A TG 1 Tokyo Resolution 4C]:  Ad Hoc #6

Ad Hoc #6:  Task Group 1 establishes an ad hoc to map the User Needs Summary to a suitable set of technology domains.  Mr. Tom Albin (US) will lead this ad hoc.  A call for participants will be issued.

SWG-A Tokyo Resolution 18 [SWG-A TG Tokyo Resolution 5]:  Reconstitution of the Task Group 1 Ad Hoc to Explore Mechanisms to Foster Participation and Involvement (Ad Hoc #7)
The JTC 1 SWG on Accessibility reconstitutes the Task Group 1 Ad Hoc to Explore Mechanisms to Foster Participation and Involvement.  This ad hoc, now identified as Ad Hoc #7, will develop a contact list, an information piece and invitations for individuals to comment on the User Needs Summary.  Mr. James Thurston (ITI) will lead this ad hoc.  Volunteers to participate on the ad hoc: Mr. Andy Heath, Dr. Kate Grant, Ms. Judy Brewer, and Mr. Jim Tobias.  A call for additional participants will be issued.  ITI will convene a conference call to initiate the activity.  The work of this ad hoc will be concluded by 31 December 2005.

SWG-A Tokyo Resolution 19 [SWG-A TG 2 Tokyo Resolution 4]:  Population of the Gap Analysis Model for Global Accessibility Standards and Guidelines

In accordance with the SWG-A project plan, the JTC 1 SWG on Accessibility will send the Computer Hardware domain filtered version of the trial Gap Analysis Model for Global Accessibility Standards and Guidelines to international/regional/national standard developers, provide directions on how to use the model to profile their standards and aid them by personal dialogue if necessary in completing the profile. The directions for profiling standards should emphasize the distinction between mandatory specifications and voluntary recommendations.  The JTC 1 SWG on Accessibility will then compile and distribute the findings of the gap analysis. Between now and the March 2006 meeting, this will be implemented via the actions of TG 2 Ad Hocs 1, 2 and 3 with input from TG 1 Ad Hoc 4.

The JTC 1 SWG on Accessibility agrees to the following 2006 meeting schedule:

SWG-A Tokyo Resolution 21:  JTC 1 NP Ballot Form 

The JTC 1 SWG on Accessibility reviewed the suggestion that the JTC 1 NP ballot form be modified by inserting a section on accessibility after the question about known requirements for cultural and linguistic adaptability and before the question on known patented items, such as:
Are there any known accessibility requirements and/or dependencies? ......
- If yes, please specify on a separate page
The JTC 1 SWG on Accessibility requests contributions in time for review at the March 2006 meeting as to whether to add such a question, and if so, what guidance to include.

Appreciation Resolutions

A. The JTC 1 SWG on Accessibility expresses its appreciation to the National Body of Japan (Japanese Industrial Standards Committee (JISC)) and the Information Processing Society of Japan/Information Technology Standards Commission of Japan (IPSJ/ITSCJ), for arranging and hosting this meeting in the excellent Keio Plaza Hotel facilities and the lovely delegates’ reception.  In particular, the JTC 1 SWG on Accessibility expresses its special thanks to Mr. Mayumi Mita, Secretary General of IPSJ/ITSCJ, and Ms. Toshiko Kimura, Assistant Manager of IPSJ/ITSCJ, for their welcoming remarks, excellent preparation and hard work before the meeting and their outstanding and flexible support during the meeting.
