Introduction
The JTC 1 Special Working Group on Accessibility (SWG-A) was established
at the October 2004 JTC 1 Plenary meeting in Berlin, Germany:
Resolution 24 – Establishment of a Special Working Group on Accessibility
JTC 1 believes that the work in the area of information communication
and technology
standardization for accessibility is a major undertaking, encompassing
many international, regional
and local interests. Additionally, there are significant standards
efforts taking place in ISO, IEC,
ITU and the national and regional standards bodies as well as various
consortia/fora and user
groups.
As identified in its long term business plan and to be responsive
to international, regional, national,
and end user requirements in the area of accessibility, JTC 1 establishes
a Special Working Group
on Accessibility with the following Terms of Reference:
The SWG will:
- determine an approach, and implement, the gathering of
user requirements, being mindful of the varied and unique opportunities
(direct participation of user organizations, workshops, liaisons)
- identify a mechanism to work proactively between meetings
to make forward progress
- gather and publish an inventory of all known accessibility
standards efforts
- identify areas/technologies where voluntary standards
are not being addressed and suggest an appropriate body to consider the
new work
- track public laws, policies/measures and guidelines to
ensure the necessary standards are available
- through wide dissemination of the SWG materials, encourage
the use of globally relevant voluntary standards
- assist consortia/fora, if desired, in submitting their
specifications to the formal standards process
Membership in the SWG will be open to:
- ISO/IEC JTC 1 National Bodies and Category A Liaisons
- ISO/IEC JTC 1 SCs with accessibility efforts or concerns
(such as SC 35, SC 36, SC 37)
- ISO or IEC TCs with accessibility efforts or concerns
(such as ISO TC 159)
- ITU-T SGs with interests/efforts in accessibility
- Regional standard development and support organizations
with accessibility efforts/concerns (such as ICT SB DATSCG, ETSI HF, ITI,
ANEC, CEN TC 224)
- Representatives of consortia/fora (for example, but not
limited to) W3C’s WAI, FSG Accessibility Workgroup, the International
Ergonomics Association
- Consumer Organizations and User Representatives (the
SWG will be responsible for determining the most appropriate method to
identify and engage such recognized activities)
The SWG on Accessibility will meet twice a year. To demonstrate the
achievements of the group,
a status report will be submitted to JTC 1 after each SWG meeting
as well as at each JTC 1
Plenary. The US will serve as Secretariat and Karen Higginbottom
is appointed as Convener.
JTC 1 invites the SWG to review, modify and confirm these Terms of
Reference during its initial
meeting.
The SWG-A Convener is Ms. Karen Higginbottom (USA) and the Secretariat
is Ms. Jennifer Garner (USA).

The third meeting of the SWG-A was held 17-18 and 20-21 March 2006 in Los

Resolutions for JTC
1 Consideration
The SWG-A adopted several resolutions at its past two meetings (Annex C and Annex D). In
particular, the SWG-A Convener and Secretariat have identified some SWG-A
resolutions for JTC 1 consideration at the November 2006 Plenary meeting
in South Africa:
SWG-A Brussels Resolution 2: Category C Liaison with
the Telecommunications and Electronic and Information Technology Advisory
Committee (TEITAC) - see SWG-A
N 219
The JTC 1 Special Working Group on Accessibility accepts the US National
Body request to establish a Category C Liaison with the Telecommunications
and Electronic and Information Technology Advisory Committee (TEITAC) and
appoints Mr. Alex Li (US) as the liaison officer. The SWG-A instructs
its Secretariat to forward this request for JTC 1 approval.

SWG-A Brussels Resolution 5: Copyright Issues
The Convener of the JTC 1 Special Working Group on Accessibility will
contact the ISO Central Secretariat and other relevant organizations on
copyright issues related to the referencing and quoting of standards.
The results of the inquiry will be conveyed to the SWG-A participants.

SWG-A Brussels Resolution 24: Establishment of Ad Hoc
12 on JTC 1 Web Site Accessibility
The JTC 1 Special Working Group on Accessibility establishes Ad Hoc 12
on JTC 1 Web Site Accessibility. The SWG-A encourages JTC 1 and its Subcommittees
to have accessible web sites and will provide guidance on this process
and its rationale. The ad hoc is to work with the JTC 1 Special Working
Group on Accessibility Convener in her dealings with the JTC 1 Secretariat
to improve visibility of the SWG-A through the establishment of a link from
the JTC 1 home page to the SWG-A web site. The SWG-A also requests
that its meeting announcements be posted on the JTC 1 web site. Ad

SWG-A Brussels Resolution 10: Version 2.0 of the Accessibility
Standards Inventory for Computer Hardware, Software, Communications, Public
Access Terminals and Consumer Electronics Domains - see SWG-A N 211
/ JTC 1 N 8322
The JTC 1 Special Working Group on Accessibility accepts SWG-A N 211 (replaces
SWG-A N 201) as mature enough to release as Version 2.0 for the Accessibility
Standards Inventory for the Computer Hardware, Software (including application
software), Communications (that relate to user interface), Public access
terminals including voting machines, and Consumer Electronics (includes multimedia
standards) domains.

Annex B: Approved Task Group
Terms of Reference
Task Group 1 on User Requirements - Approved Terms of Reference
In order to implement the gathering of user requirements, as
per SWG Objective 1, and being mindful of the varied and unique opportunities,
the JTC 1 SWG on Accessibility establishes a Task Group on User Requirements
with the following Terms of Reference:
- The task group will seek participation from application area
users (user organizations as well as end users) and will involve and
reference existing efforts rather than duplicating their work.
National Bodies, as well as other SWG members, will be asked to encourage,
and if possible, facilitate end user participation on this task group
activity.
- The task group will also seek participation and input from
regional research initiatives/programs as an additional source of information
for this activity.
- The task group will develop a detailed plan for this activity
taking into consideration the following:
- management of the plan
- measurable outcome (including metrics as to when the User
Needs Summary is mature enough to be used in the gap analysis)
- how the information gathered will be structured and coded
and where the information will be stored
- mapping of the domain
- 2-3 year plan for the activity
- resourcing the activity: who and how
- no prioritization of user requirements
- synchronize timeline of activity with the Task Group on Accessibility
Standards Inventory
Task Group 2 on Accessibility Standards Inventory and Gap Analysis
- Approved Terms of Reference
In order to implement the gathering and publication of an
inventory of all known accessibility standards efforts, as per SWG
Objective 3, and to identify areas/technologies where standards are
not being addressed, as per SWG Objective 4, the JTC 1 SWG on Accessibility
establishes a Task Group on Accessibility Standards Inventory and Gap
Analysis with the following Terms of Reference:
- The task group will seek input directly from product users,
standards users, government agencies, standards development organizations,
industry, academic institutions, consortia/fora, and others to develop
the inventory of accessibility standards efforts.
- The task group will develop a detailed inventory and gap analysis
of accessibility standards efforts taking into consideration the following:
- management of the inventory and gap analysis
- measurable outcome (including metrics as to when the Accessibility
Standards Inventory is mature enough to be used in the gap analysis)
- how the information gathered will be structured and coded
and where the inventory and gap analysis will be stored
- mapping of the domain
- plan for resources to support the ongoing activity
- synchronize timeline of activity with the Task Group on User
Requirements

1 NP Ballot Form
The JTC 1 SWG on Accessibility asks that the JTC 1 Special Working Group
on Directives consider modifying the JTC 1 NP ballot form by inserting a
section on accessibility after the question about known requirements for cultural
and linguistic adaptability and before the question on known patented items,
such as:

SWG-A Los Angeles Resolution 3: Responses to JTC 1/SC 35 Recommendations
in SWG-A N 118
SWG-A Los Angeles Resolution 3a: Accessibility
of Meetings
The JTC 1 SWG on Accessibility resolves that teleconferencing will be
provided for all SWG-A meetings (including meetings of task groups and ad
hocs), where possible for the hosting body, to support participation of
people with disabilities.

SWG-A Los Angeles Resolution 3b: Encourage Broad Participation
and Representation of Persons with Disabilities and Their Organizations
The JTC 1 SWG on Accessibility is an open body that welcomes full participation
of all interested parties. The JTC 1 SWG on Accessibility further notes
that National Body processes vary greatly and encourages the NBs to promote
broad participation and representation of persons with disabilities and
their organizations.

SWG-A Los Angeles Resolution 3c: Resolutions and Meeting
Reports
The JTC 1 SWG on Accessibility resolves that meeting reports and resolutions
will be distributed within two months as required by the JTC 1 Directives.
Further, the SWG-A resolutions will contain a table with the disposition
of agenda items that did not result in a resolution or further action as was
done for the November 2005 JTC 1 Plenary (JTC 1 N 8010).

SWG-A Los Angeles Resolution 3d: Openness of SWG-A Documents
for Review and Comment
The JTC 1 SWG on Accessibility notes that its documents are open (http://www.jtc1access.org/documents/swga_docreg.htm)
for review and comment by all interested parties. National Bodies are
encouraged to notify advocacy groups of the openness of the SWG-A documents
and to encourage their review and comment.

Disposition of Comments (FAILED RESOLUTION)
The JTC 1 SWG on Accessibility agrees that the disposition of all comments
will be accomplished by the following means: the ad hoc group chairs or project

commenters of the disposition of their comments, the approval of resolutions
and the table referred to in Resolution 3c above.

JTC 1/SC 35 contribution (item 7 in SWG-A N 118) concerning the term “User”
to Task Group 1 for further consideration.

SWG-A Los Angeles Resolution 4: Reconstitution of Ad Hoc
1 - Gap Analysis
Ad Hoc 1 is reconstituted to conduct the actions in the project plan related
to the Gap Analysis that are to be completed by the September 2006 meeting.

Model (SWG-A N 131 and SWG-A N 132) and to provide comments to the SWG-A
within 30 days.

SWG-A Los Angeles Resolution 6: Testing the Gap Analysis
Model
A call for contributions will be issued to perform gap analyses on at
least a few standards that are only partially applicable to accessibility,
in order to test the gap analysis model.

Inventory Survey
The JTC 1 SWG on Accessibility approves the Accessibility Standards Inventory

Standards Inventory for Computer Hardware Domain
The JTC 1 SWG on Accessibility accepts SWG-A N 123 as the mature Accessibility
Standards Inventory for the Computer Hardware domain. Additional comments
are always welcome, as the Accessibility Standards Inventory is a living
document, comments received within the next 30 days will be especially appreciated.

Standards Inventory for Priority Domains
The JTC 1 SWG on Accessibility requests that the Accessibility Standards
Inventory, a living document, be populated for the following domains that
affect the user interface: Software (including application software),

voting machines, and Consumer Electronics (includes multimedia standards).

SDO for Use in Recommending where New Standards Work Might be Performed
Appropriate SDO is defined as: responsible for a standard, specification
or guideline that needs updating, if the area or technology is in its scope,
or if the body is recognized for its expertise required in the area or domain.

Task Group 2 Convener.

The updated User Needs Summary (SWG-A N 147) will be distributed for 30-day
review and comment. Ad Hoc 4 will consider and resolve the comments.
The revised version of the User Needs Summary will be provided to Ad Hoc
1 for use in the Gap Analysis.

SWG-A Los Angeles Resolution 15: Reconstitution of Ad Hoc
4 - User Needs Summary
The JTC 1 SWG on Accessibility reconstitutes Ad Hoc 4 on User Needs Summary.
The ad hoc will review the comments received on the revised User Needs Summary
(SWG-A N 147) and prepare a revised version to be provided to Ad Hoc 1 for
use in the Gap Analysis. The ad hoc will initiate a contribution on
lessons learned regarding future inputs to Guide 71. Ad Hoc Leader:

Introduction and Instructions for User Needs Summary
The introduction to the User Needs Summary and the draft instructions
for “How to Use the User Needs Summary” (SWG-A N 146) will be distributed
for 30-day review and comment. The comments will be considered by
Ad Hoc 5 to prepare an updated version. The revised version of the
document will be distributed to the SWG-A for consensus agreement that the
document can be used.

The JTC 1 SWG on Accessibility notes the completion of the tasks assigned

Ad Hoc 7 Document (SWG-A N 144)
The contribution from Ad Hoc 7 (SWG-A N 144) will be distributed for 30-day
review and comment. Ad Hoc 7 will consider and resolve the comments.
The revised version of the document will be distributed to the SWG-A for
consensus agreement that the document can be used.

SWG-A Los Angeles Resolution 20: Reconstitution of Ad Hoc
7 - Fostering User Participation and Involvement
Ad Hoc 7 is reconstituted to consider and resolve the comments on SWG-A
N 144. Ad Hoc 7 will produce a revised version of the document for
distribution to the SWG-A. Ad Hoc Leader: Mr. James Thurston
(ITI). Participants: Dr. Akira Terashima (Japan), Dr. Kate Grant
(JTC 1/SC 29), Mr. Andy Heath (UK), Mr. Jim Tobias (US), Ms. Judy Brewer

SWG-A Los Angeles Resolution 21: Establishment of Ad Hoc
8 - Outreach
The JTC 1 SWG on Accessibility establishes Ad Hoc 8 on Outreach to finalize
the presentation (SWG-A N 140), produce a matrix of committees SWG members
are involved with and to whom they can take the presentation (and when),
find “missionary” volunteers to give presentation to groups where no SWG-A
members are involved, collate feedback when response regarding the inventory
(if any) is likely, whether the group will do gap analysis themselves, provide
link to email support required for doing the gap analysis, provide rationale
for access to text of identified clauses and educate contributors on the
gap analysis methodology. Ad Hoc Leader: Dr. Kate Grant (JTC 1/SC
29). Participants: Mr. Tom Albin (US), Ms. Mary Frances Laughton
(Canada) and Mr. Yoshihiko Nakano (Japan). A call for additional ad

A call for contributions will be issued on how standards developers can
consider accessibility issues including gaps in their own standards at the
onset of new work or when revising their standards after the SWG-A has completed
its work.

SWG-A Los Angeles Resolution 23: Use of SWG-A Reflector
for Task Group and Ad Hoc Communications
The JTC 1 SWG on Accessibility resolves that use of the SWG-A reflector
will be encouraged for all correspondence of SWG-A, Task Group and Ad Hoc
activities.

SWG-A Los Angeles Resolution 24: Project Plan
The updated Project Plan (SWG-A N 148) will be distributed for 30-day
review and comment. Activities referenced in the Project Plan will
be initiated and their due dates may be modified due to the comments received.

2006 SWG-A Meeting
The JTC 1 SWG on Accessibility establishes the following deadlines for
contributions for the 18-22 September 2006 meeting in Brussels, Belgium:

new issues/new agenda items or those for which a final agreement at the meeting
is desired, must be delivered to the Secretariat no later than 1 August
2006.
A proposed document revision from a project editor or ad hoc, which incorporates

Additionally, the ad hoc will develop instructions (including
examples of user needs mapping on a sample set of standards and draft
standards) for use by SDOs. The following overall method is recommended
in the development of instructions:
1st pass user needs mapping (direct mapping): Step through
user needs. Identify provision(s) in the standard that directly address
specific user needs and record the specific clause of the standard addressing
the user need as "directly addressing". Optionally include the text of
provisions.
2nd pass user needs mapping (related mapping): Look
at user needs not yet addressed. Identify other provision(s)
in the standard that are related in any way to these user needs and record
them as "related". Optionally record the text of provisions or the references
and relationship type (type of matching).
These instructions will also include information on how
mapping is recorded and reported.
A call for additional ad hoc participants will be issued.

SWG-A Brussels Resolution 7: Gap Analysis Model/Methodology
(between now and April 2007 meeting)
The JTC 1 Special Working Group on Accessibility agrees
to the following Gap Analysis model/methodology for use between now
and the April 2007 meeting:
Step 1 [New SWG-A ad hoc] performs User Needs Summary Version
1.0 Mapping – direct mapping of user needs to the sample set of accessibility
standards and consolidates the results in a first pass gap analysis.
Step 2 [SWG-A] sends out query to SDOs for user needs
where (from the first pass gap analysis) it appears there are no
standards (Do you have standards to cover these user needs?).
Step 3 [SWG-A] collects responses and revises the
gap analysis.

on JTC 1 Web Site Accessibility
The JTC 1 Special Working Group on Accessibility establishes Ad Hoc
12 on JTC 1 Web Site Accessibility. The SWG-A encourages JTC 1 and its
Subcommittees to have accessible web sites and will provide guidance on
this process and its rationale. The ad hoc is to work with the JTC 1 Special
Working Group on Accessibility Convener in her dealings with the JTC 1 Secretariat
to improve visibility of the SWG-A through the establishment of a link from
the JTC 1 home page to the SWG-A web site. The SWG-A also requests
that its meeting announcements be posted on the JTC 1 web site.

SWG-A Documents
The JTC 1 Special

register.
The Secretariat may also consider providing an alternate document
register with the current short titles to meet the needs of those users
who cannot access longer file names.
