Introduction
The JTC 1 Special Working Group on Accessibility (SWG-A) was established
at the October 2004 JTC 1 Plenary meeting in Berlin, Germany:
Resolution 24 – Establishment of a Special Working Group on Accessibility
JTC 1 believes that the work in the area of information communication
and technology
standardization for accessibility is a major undertaking,
encompassing many international, regional
and local interests. Additionally, there are significant
standards efforts taking place in ISO, IEC,
ITU and the national and regional standards bodies as well
as various consortia/fora and user
groups.
As identified in its long term business plan and to be responsive
to international, regional, national,
and end user requirements in the area of accessibility,
JTC 1 establishes a Special Working Group
on Accessibility with the following Terms of Reference:
The SWG will:
- determine an approach, and implement, the gathering
of user requirements, being mindful of the varied and unique opportunities
(direct participation of user organizations, workshops, liaisons)
- identify a mechanism to work proactively between
meetings to make forward progress
- gather and publish an inventory of all known
accessibility standards efforts
- identify areas/technologies where voluntary standards
are not being addressed and suggest an appropriate body to consider
the new work
- track public laws, policies/measures and guidelines
to ensure the necessary standards are available
- through wide dissemination of the SWG materials,
encourage the use of globally relevant voluntary standards
- assist consortia/fora, if desired, in submitting
their specifications to the formal standards process
Membership in the SWG will be open to:
- ISO/IEC JTC 1 National Bodies and Category A
Liaisons
- ISO/IEC JTC 1 SCs with accessibility efforts
or concerns (such as SC 35, SC 36, SC 37)
- ISO or IEC TCs with accessibility efforts or
concerns (such as ISO TC 159)
- ITU-T SGs with interests/efforts in accessibility
- Regional standard development and support organizations
with accessibility efforts/concerns (such as ICT SB DATSCG, ETSI HF,
ITI, ANEC, CEN TC 224)
- Representatives of consortia/fora (for example,
but not limited to) W3C’s WAI, FSG Accessibility Workgroup, the International
Ergonomics Association
- Consumer Organizations and User Representatives
(the SWG will be responsible for determining the most appropriate method
to identify and engage such recognized activities)
The SWG on Accessibility will meet twice a year. To demonstrate the
achievements of the group,
a status report will be submitted to JTC 1 after each SWG
meeting as well as at each JTC 1
Plenary. The US will serve as Secretariat and Karen Higginbottom
is appointed as Convener.
JTC 1 invites the SWG to review, modify and confirm these Terms of
Reference during its initial
meeting.
The SWG-A Convener is Ms. Karen Higginbottom (USA) and the
Secretariat is Ms. Jennifer Garner (USA).

Resolution for
JTC 1 Consideration
The SWG-A adopted several resolutions at its past three
meetings (Annex C, Annex D
and Annex E). In particular, the SWG-A
Convener and Secretariat have identified the following SWG-A resolution
for JTC 1 consideration at the October 2007 Plenary meeting in Australia:
SWG-A August 2007 Teleconference Resolution 1: Submission
of Multi-Part Type 3 Technical Report, ISO/IEC PDTR nnnnnn, Information
Technology - Accessibility Considerations for People with Disabilities
The JTC 1 Special Working Group on Accessibility (SWG-A) resolves to
request that JTC 1, at its October 2007 Plenary, accept the following
SWG-A deliverables as consensus documents from the SWG-A and initiate
the ballot process for approval of the following documents as a multi-part
Technical Report Type 3:
- ISO/IEC PDTR nnnnnn-1, Information Technology - Accessibility
Considerations for People with Disabilities - Part 1: User Needs Summary
(see SWG-A
N 290)
- ISO/IEC PDTR nnnnnn-2, Information Technology - Accessibility
Considerations for People with Disabilities - Part 2: Standards inventory
(see SWG-A
N 291)
- ISO/IEC PDTR nnnnnn-3, Information Technology - Accessibility
Considerations for People with Disabilities - Part 3: Guidance on
User Needs Mapping (see SWG-A
N 292)
The SWG-A requests that four-month TR ballots be conducted. Further,
the JTC 1 SWG-A offers its services to JTC 1 for the ballot resolution
meeting and proposes that the BRM be scheduled for 16-20 June 2008.
The Japanese National Body has tentatively offered to host this meeting.
The SWG-A requests that the TR be made publicly available as the three
parts catalog or reference standards that are either freely available
from other sites or are available for sale, greatly enhance the awareness
and influence of JTC 1, and describe basic visions and concepts
related to Accessibility Considerations for People with Disabilities in
the technical domain of Information Technology. The SWG-A also requests
the publication of the TR in accessible HTML as the primary format as
well as in accessible PDF.

Annex B: Approved Task
Group Terms of Reference
Task Group 1 on User Requirements - Approved Terms of
Reference
In order to implement the gathering of user requirements,
as per SWG Objective 1, and being mindful of the varied and unique
opportunities, the JTC 1 SWG on Accessibility establishes a Task
Group on User Requirements with the following Terms of Reference:
- The task group will seek participation from application
area users (user organizations as well as end users) and will involve
and reference existing efforts rather than duplicating their work.
National Bodies, as well as other SWG members, will be asked to encourage,
and if possible, facilitate end user participation on this task group
activity.
- The task group will also seek participation and input
from regional research initiatives/programs as an additional source
of information for this activity.
- The task group will develop a detailed plan for this
activity taking into consideration the following:
- management of the plan
- measurable outcome (including metrics as to when
the User Needs Summary is mature enough to be used in the gap analysis)
- how the information gathered will be structured and
coded and where the information will be stored
- mapping of the domain
- 2-3 year plan for the activity
- resourcing the activity: who and how
- no prioritization of user requirements
- synchronize timeline of activity with the Task Group
on Accessibility Standards Inventory
Task Group 2 on Accessibility Standards Inventory and
Gap Analysis - Approved Terms of Reference
In order to implement the gathering and publication
of an inventory of all known accessibility standards efforts,
as per SWG Objective 3, and to identify areas/technologies where
standards are not being addressed, as per SWG Objective 4, the JTC
1 SWG on Accessibility establishes a Task Group on Accessibility
Standards Inventory and Gap Analysis with the following Terms of Reference:
- The task group will seek input directly from product
users, standards users, government agencies, standards development
organizations, industry, academic institutions, consortia/fora, and
others to develop the inventory of accessibility standards efforts.
- The task group will develop a detailed inventory and
gap analysis of accessibility standards efforts taking into consideration
the following:
- management of the inventory and gap analysis
- measurable outcome (including metrics as to when
the Accessibility Standards Inventory is mature enough to be
used in the gap analysis)
- how the information gathered will be structured and
coded and where the inventory and gap analysis will be stored
- mapping of the domain
- plan for resources to support the ongoing activity
- synchronize timeline of activity with the Task Group
on User Requirements

on Accessibility Response to JTC 1 Banff Resolution 19
The JTC 1 Special Working Group on Accessibility requests that
its Convener prepare the SWG-A response to JTC 1 Banff Resolution 19
(Trial of Enhanced Use of Teleconferencing) for 30-day review and comment
by the SWG-A participants prior to its submission to the October 2007
JTC 1 Plenary.

159/SC 4
The JTC 1 Special Working Group on Accessibility notes with
appreciation ISO/TC 159/SC 4 Resolution 226 (SWG-A N 234) requesting
that its WGs review the JTC 1 SWG on Accessibility document on User
Needs Summary and assess its relevance to their work items.

SWG-A Hamar Resolution 7: Completion of Ad Hoc 8 on
Outreach
The JTC 1 Special Working Group on Accessibility notes the completion
of the tasks assigned to Ad Hoc 8 (Outreach) and thanks Dr. Kate Grant

SWG-A Hamar Resolution 8: Disposition of Resolution
19 from the February 2007 JTC 1/SC 35 Plenary Regarding Additions to
the User Needs Summary
The JTC 1 Special Working Group on Accessibility expresses its
appreciation to JTC 1/SC 35 for its review of the User Needs Summary
and contribution proposing additions (SWG-A N 237). The SWG-A reviewed
the SC 35 contribution in great detail and agreed upon alternative wording
that was accepted as being within the scope of the SWG-A activity (SWG-A
N 258) and will be incorporated into the User Needs Summary.

SWG-A Hamar Resolution 9: Disposition of Canadian
Contribution Regarding Additions to the User Needs Summary
The JTC 1 Special Working Group on Accessibility expresses its
appreciation to the Canadian National Body for its review of the User
Needs Summary and contribution proposing additions (SWG-A N 240).
The SWG-A reviewed the Canadian contribution in great detail and agreed
upon alternative wording that was accepted (SWG-A N 259) and will be
incorporated into the User Needs Summary.

SWG-A Hamar Resolution 10: Proposed Changes to the
User Needs Summary
The JTC 1 Special Working Group on Accessibility instructs the
Secretariat to distribute the changes to Version 1.0 of the User Needs
Summary (SWG-A N 260) for a 30-day review and comment period.
The comments will be reviewed by the User Needs Summary project editor
in consultation with the SWG-A and will be incorporated into Version 2.0
of the User Needs Summary.

Summary
The JTC 1 Special Working Group on Accessibility recognizes
the evolving nature of the User Needs Summary and delegates responsibility
within the SWG-A for dealing with any proposed changes to the User Needs
Summary to Task Group 1.

SWG-A Hamar Resolution 13: Acceptance of the Template
for Reference Materials for the User Needs Summary
The JTC 1 Special Working Group on Accessibility accepts the
Template for Reference Materials for the User Needs Summary (SWG-A N
255) for use in requesting the submission of reference materials.

SWG-A Hamar Resolution 14: Reconstitution of Ad Hoc
11 on Reference Materials for the User Needs Summary
The JTC 1 Special Working Group on Accessibility reconstitutes
Ad Hoc 11 on Reference Materials for the User Needs Summary with a new
scope:
The Request for Reference Materials for the User Needs Summary
(SWG-A N 256) along with a copy of the Template for Reference Materials
for the User Needs Summary (SWG-A N 255) will be distributed for 30-day
input. The responses will be reviewed by Ad Hoc 11 and compiled
into a revised version of the Reference Materials for the User Needs Summary
document.

The JTC 1 Special Working Group on Accessibility instructs the
Secretariat to distribute the changes to Version 2.0 of the Accessibility
Standards Inventory (SWG-A N 261) for a 30-day review and comment period.
The comments will be reviewed by the Accessibility Standards Inventory
project editor in consultation with the SWG-A participants and will be incorporated
into Version 3.0 of the Accessibility Standards Inventory.

SWG-A Hamar Resolution 16: Version 1.0 of the Guidance
for User Needs Mapping
The JTC 1 Special Working Group on Accessibility instructs the
Secretariat to distribute the updated version of the Guidance for User
Needs Mapping (Version 0.3) (SWG-A N 257) for a 30-day review and comment
period. The comments will be reviewed by the Guidance for User
Needs Mapping project editor in consultation with the SWG-A participants
and will be incorporated into Version 1.0 of the Guidance for User Needs
Mapping. A new page on the SWG-A web site will be established to
reflect the current version of the Guidance for User Needs Mapping and
the received mappings.

Mappings
The JTC 1 Special Working Group on Accessibility requests that
the outstanding User Needs Mappings be provided to the SWG-A Secretariat

The JTC 1 Special Working Group on Accessibility resolves to
request JTC 1, at its October 2007 Plenary, to accept the SWG-A Deliverables
(as identified in Resolutions 20, 21 and 22) as consensus documents from
the SWG-A and to initiate the ballot process for approval of the documents
as a multi-part Technical Report Type 3. Further, the JTC 1 SWG-A offers
its services to JTC 1 for the ballot resolution meeting.

SWG-A Hamar Resolution 24: Availability and Format
of the Technical Report
Anticipating the successful approval of the Technical Report,
the JTC 1 Special Working Group on Accessibility instructs its Convener
to request of JTC 1 that it be freely available and to provide supporting
rationale as per JTC 1 N 7604. The SWG-A also requests the publication
of the TR in accessible HTML as the primary format as well as in accessible
PDF.

SWG-A Hamar Resolution 25: Reconstitution of Ad Hoc
12 on JTC 1 Web Site Accessibility
The JTC 1 Special Working Group on Accessibility reestablishes
Ad Hoc 12 on JTC 1 Web Site Accessibility to provide outreach and guidance
to the identified ISO and IEC staff in making the web sites for JTC
1 and its Subcommittees accessible and to encourage the member NBs to
make their web sites accessible. Ad Hoc Leader: Ms. Mary Frances
Laughton (Canada). Participants: Mr. Shadi Abou-Zahra (W3C/WAI),
Ms. Josée Auber (France), Mr. Richard Clark (JTC 1/SC 29), Mr.

SWG-A Hamar Resolution 26: Updated Project Plan
The updated SWG-A Project Plan (SWG-A N 262) will be distributed
for 30-day review and comment. Activities referenced in the Project
Plan will be initiated and their due dates may be modified due to the
comments received. The comments will be reviewed by the Project Plan
editor in consultation with the editors and the SWG-A and will be incorporated
into an updated version of the Project Plan.

SWG-A Hamar Resolution 27: Future Meetings
The JTC 1 Special Working Group on Accessibility resolves to
cancel the meeting that had been tentatively scheduled for 24-28 September
2007.
The following teleconferences are scheduled to address comments
received on the SWG-A Deliverables:

- 29 August 2007
The SWG-A agrees to schedule a physical meeting for 16-20 June
2008, or, alternatively, the dates of 3-6 September 2008, to conduct
regular business and, if necessary and agreed to by JTC 1, to serve as
the DTR ballot resolution meeting.

Appreciation Resolutions
A. The JTC 1 Special Working Group on Accessibility expresses
its appreciation to Standards Norway for arranging and hosting this
meeting at the Scandic Hotel in Hamar, Norway and for providing the wonderful
facilities. In particular, the JTC 1 SWG on Accessibility expresses
its special thanks to Mr. Knut Lindelien, Ms. Berit Holthe and Ms. Andreea
Asprusten of Standards Norway for their excellent preparation and hard
work before the meeting and their outstanding and flexible support during
the meeting. The SWG-A thanks Ms. Trine Tveter of Standards Norway
for her welcoming remarks. The SWG-A expresses its thanks to Mr.
Einar Busterud, the Mayor of Hamar, for hosting the lovely tour at the
Hedmarksmuseet.

from the July 2007 SWG-A Teleconference
Resolutions from the 9 July 2007 Teleconference
of the JTC 1 Special Working Group on Accessibility (SWG-A)
SWG-A July 2007 Teleconference Resolution 1: Updated Version
of the Guidance on User Needs Mapping (Part 3 of the TR)
During the 9 July 2007 teleconference, the JTC 1 Special Working Group
on Accessibility accepted the comments submitted in response to SWG-A
N 257 with the exception of Japanese comment 8 which was withdrawn during
the teleconference. The project editor, Dr. Carter, will incorporate
the approved changes and submit an updated version of the Guidance on User
Needs Mapping (Part 3 of the TR) to the SWG-A Secretariat by 16 July 2007.
The updated version of the Guidance on User Needs Mapping (Part 3 of the
TR) will be distributed to the SWG-A for review with final comments due
by 15 August 2007.
SWG-A July 2007 Teleconference Resolution 2: Updated Version
of the User Needs Summary (Part 1 of the TR)
During the 9 July 2007 teleconference, the JTC 1 Special Working Group
on Accessibility accepted Japanese comments 1, 2 and the latter version
of comment 3 submitted in response to SWG-A N 260 (Japanese comment 4 was
withdrawn during the teleconference). The project editor, Dr. Carter,
will incorporate the approved changes and submit an updated version of
the User Needs Summary (Part 1 of the TR) to Mr. Albin who will incorporate
the reference materials and prepare a note concerning their incomplete nature.
The updated version of the User Needs Summary (Part 1 of the TR) will be
submitted to the SWG-A Secretariat by 16 July 2007. The updated version
of the User Needs Summary (Part 1 of the TR) will be distributed to the SWG-A
for review with final comments due by 15 August 2007.
SWG-A July 2007 Teleconference Resolution 3: Updated Version
of the Accessibility Standards Inventory (Part 2 of the TR)
During the 9 July 2007 teleconference, the JTC 1 Special Working Group
on Accessibility accepted the comments submitted in response to SWG-A
N 261. The project editor, Dr. Carter, will incorporate the approved
changes, including the verbal commitment from Canada regarding one additional
standard for inclusion, and submit an updated version of the Accessibility
Standards Inventory (Part 2 of the TR) to the SWG-A Secretariat by 16 July
2007. The updated version of the Accessibility Standards Inventory (Part
2 of the TR) will be distributed to the SWG-A for review with final comments
due by 15 August 2007. SWG-A participants are asked to closely review the
restructured document to ensure that all items have been incorporated.
SWG-A July 2007 Teleconference Resolution 4: Future Meetings
The JTC 1 Special Working Group on Accessibility will meet by teleconference
on 29 August 2007 from 12:00 to 14:00 h (GMT) to address comments received
on the SWG-A deliverables.
As agreed by Hamar Resolution 27, the SWG-A agrees to schedule a physical
meeting for 16-20 June 2008, or, alternatively, 3-6 September 2008, to
conduct regular business, and if necessary and agreed to by JTC 1, to serve
as the DTR ballot resolution meeting.

of Multi-Part Type 3 Technical Report, ISO/IEC PDTR nnnnnn, Information
Technology - Accessibility Considerations for People with Disabilities
The JTC 1 Special Working Group on Accessibility (SWG-A) resolves
to request that JTC 1, at its October 2007 Plenary, accept the following
SWG-A deliverables as consensus documents from the SWG-A and initiate the
ballot process for approval of the following documents as a multi-part
Technical Report Type 3:
- ISO/IEC PDTR nnnnnn-1, Information Technology - Accessibility
Considerations for People with Disabilities - Part 1: User Needs
Summary
- ISO/IEC PDTR nnnnnn-2, Information Technology - Accessibility

Considerations for People with Disabilities - Part 3: Guidance on
User Needs Mapping
The SWG-A requests that four-month TR ballots be conducted. Further,
the JTC 1 SWG-A offers its services to JTC 1 for the ballot resolution
meeting and proposes that the BRM be scheduled for 16-20 June 2008.
The Japanese National Body has tentatively offered to host this meeting.
The SWG-A requests that the TR be made publicly available as the three
parts catalog or reference standards that are either freely available from
other sites or are available for sale, greatly enhance the awareness and
influence of JTC 1, and describe basic visions and concepts related
to Accessibility Considerations for People with Disabilities in the technical
domain of Information Technology. The SWG-A also requests the publication
of the TR in accessible HTML as the primary format as well as in accessible
PDF.
SWG-A August 2007 Teleconference Resolution 2: Calls for Contributions
to the Next SWG-A Meeting
In advance of the next SWG-A meeting, the Secretariat will issue calls
for contributions on the following items:
- status reports and ongoing activities from liaison organizations
and NBs
- the future of the SWG-A
